diffrent language bizzare problem: keep reading more seen as question mark

Hi,

my forum is in hebrew, and I have a rather peculiar problem.
before u say to ask the hebrew wordpress.org, i did, but got no reply..

the WP is ver 3.5.1 and the problem is relating to the more–> function.
in the main page, the “keep reading more” text written in hebrew started showing ???? after i upgraded from 3.5 to 3.5.1 – instead of the hebre text itself.:
in the index.php
(<div class=”post-content”>
<?php the_content(‘המשך לקרוא »’) ?>
</div>)

on other pages such as archives, it is working fine and does show it in hebrew, like in page.php:
(<div class=”post-content”>
<?php the_content(‘המשך לקרוא »’) ?>)

I have seen nothing diffrent ..
i even tried playing and deleting the meta tag in the index page:
(<meta http-equiv=”Content-Type” content=”text/html; charset=utf-8″/>) but it didnt do anything…

any thoughts before i give up and change it to english?
