Different Writing templates

I’m running WP 2.1.3 and now experience something odd. When I start a new post with the Admin user the writing interface shows the buttons “code/visual” on the top but with another user, I can only see the 2nd line buttons from the code-interface but not the “code/visual” selection hence I am not able to switch back to visual. Does anyone know how to fix this?
