if you go with option 1, you can make a static front page

you can even style it differently using a template

or you can go with option 2, installing your WP into a /blog directory
You would then need to make an index.html file as your non-WP site and put it in the root dir
Not sure if i got your questions right. If what you wanted is to make the homepage show something other than the blog posts, then read on.
First you need to create two Pages via Add page:
1. For your homwpage/FrontPage name the Page Home – enter the contents you want for your homepage.
2. Create an empty page called Blog or something.
Go to Settings/Reading section. Choose static page radio button then:
1. For your front Page choose the “home” titled page from the drop down.
2. For your blog posts summary, choose from the drop down, the empty page called Blog or whatever title you named it for showing all your posts. You will now see your blog posts on your domain.com/blog/ url. And succeeding post pages at domain.com/blog/page/2 etc….
