Nope, once you install the theme, any Administrator on the blog can work with it.
You can use *any* theme at all, as a base, and make any eidts that you want to it. Just be sure ot use a child theme for your changes.
If you’re going to be releasing the theme it’s better off if you devleop it from scratch though, that way people that use your theme can do their own child theme modifications. For that I’d suggest reading up on theme development. As a personal point, I make our custom themes by starting off with the template files TwentyFourteen theme, copying the base templates that I need, and modify them completely to suit the layout that I’ve bene given to do. That way I have a good starting point, I can easily make changes, and I only end up with the files that I need.
