Development

Hi my name is Michael and i was wondering if anyone knows how i can Develop a theme? Basically I want my own customized website (where I will code myself) but want to be able to use it on wordpress (the admin page and the plugins) does anyone know how?
Or perhaps is there a “blank” theme where i can download and go into the backend and code my own customized website?
Please Help me out!
