If I wanted to create multi-element design pages in wp without using a whole templating system backend. How would I go about it ?

Specifically I want to be able to create Pages with block editor based on a template.

Wp themes like kumle do this no problem. But tend to be 1/2 element designs eg. Text and pic.

For more complicated designs I could create static pages and then edit by FTP. But I’d prefer not to..

Actually now that i come to think of it, i suppose that’s what widgets are for.

Not really widgets. Widgets can only be placed in widget areas defined by your theme, not in page content. I suppose a theme could create a page whose content is a widget area and the page’s content composed solely of widgets. The ability to layout individual widgets is very limited, so I don’t think such an approach would be very useful.

I think what you are describing is a block pattern.

As you can see, I fixed the title for you and removed the related clarification in your reply.
