 * I’m working on a plugin that can, though does not need to, use the functionality
   of another plugin.
Is there a way to detect installed plugins as well as whether
   or not they are activated?

 * You can use `get_settings('active_plugins')` to retrieve an array of the filenames
   of active plugins.

 * I dont know what are wrong but the problem is gone
    I delete all the wp-content
folder and index.php and upload all folder and index.php again … and works fine!
   Peace
