Design question

Hello!
First of all: I am happy, that I was able to install WordPress. Since I am not the expert in PHP, mySQL and so on it is a little wonder. 😉
Now before I begin to try to modify the layout of WordPress I want to know from the WordPress-experts (which will be probably here) if it is possible to fit WordPress in the layout of our site which can be seen (as an example) under
http://www.spd-olfen.de/index.html
The general structure is easy: at the top you have the logo and a heavy banner (in a newer version which can be exemplary be seen on http://www.spd.de/ there are some buttons in it), at the left side some navigational structures and on the right side you have the space for the content.
Now I want to begin to configure my local WordPress copy so, that I can use it with the given layout. Since I am not the expert in layouting I want to ask here, if it is generally possible to do this.
