How to display a description on a page in product categories, why doesn’t it appear, and it is desirable that it be below

Hi,

Please go to Appearance -> Customize -> Layouts -> Page header -> Display -> Display on Product Categories: Cover or Titlebar
to show the category title and description.

I tried this change but the product category description does not display. Are there other settings that may also affect this?
