Comments can be globally turned on or off from the Discussion settings under the Settings menu in your sidebar. They can be disabled individually for each post/page by clicking on the Screen Options tab at the top of the Edit Post/Page screen and checking Comments — from there you can toggle comments on or off.
Other users have disabled comments and then removed the “Comments off” from the page by following those steps and then using Jetpack’s built-in commenting system which hides the comment section entirely if comments are disabled: https://wordpress.org/support/topic/how-to-remove-comments-off-tagline-under-posts-on-my-blog
Thank you for your quick response. Please give me a little more detail. When I go into the discussion settings page there is nothing that says “turn on/off comments”. I did go into the Screen Options and do what you said, checking Comments. I see no on/off toggle.
I downloaded jetpack. When deactivated, it still shows a Leave Reply word and smaller box at the bottom. I want the entire section to disappear. I guess it didnt go away because I couldnt deactivate comments before downloading jetpack. What can I do? I am sure you have gotten me close, but I guess I dont know enough to complete the job.

Thank you for trying to help. Those things didnt get rid of the section. There is still a box to leave comments. I will find someone to pay to do it. Thank you anyway.
