It’s not a global setting, but as of the new version 1.7.0, you should be able to use the following shortcode attribute:
[gallery open_all_in_new_window="true"]
to open each gallery image in a new window. Hopefully that will help at least a bit. 😛
and it is even better than a global setting because like this you can set it in a gallery basis

although this makes no sense…
i had a gallery with few pics (a dozen or so)
made the update
and it worked
deleted all the media
uploaded new media
created another gallery
made the teste:
with plugin activated
i get images and open in new tab but taking several time with the code -> [gallery link="post" open_all_in_new_window="true" columns="4" ids="2324,2323,2322,2321,2320,2319,2318,2317,2316,2315,2314,2313"]
i dont get the images with the code -> [gallery link="post" columns="4" ids="2324,2323,2322,2321,2320,2319,2318,2317,2316,2315,2314,2313"]
with lots of images (300)
i get this error
Fatal error: Maximum execution time of 30 seconds exceeded in …../plugins/wp-gallery-custom-links/wp-gallery-custom-links.php on line 276
disabling the plugin all goes fast and the 300 images appear pretty fast

and let me know how that works. I tested with about 200 images and the page was loading in about 3.4 seconds on shared hosting, so I’m not sure why your page would take over 30 seconds to load, but hopefully the changes I made will help a bit, performance-wise.
i’m on shared hosting too
much faster now
i’m dealing with 1000 images (and no chance here)
but with 200 and something images works
so I’ll make pagination
and images show up with or without open_all_in_new_window=”true”
