 * The plugin is not detecting the user’s location. Instead, an address in San Francisco
   always comes up as the default location. I did not set this address, I am not
   sure how it got there. Other users have reported this too.
 * I thought it could be the cache plugin but deactivating it had the same results.
   Emptying the cache also didn’t help.

 * I uninstalled and reinstalled as you instructed. Now it’s a different address,
   but the problem is the same. Every user sees the same address as default. I am
   using W3 Total Cache and CloudFlare. Could this be related?

 * Yes it seems to be the plugin you are using caching the entire page. That’s why
   when you are browsing for first time it holds the location of that page.
 * You can try to disable caching on the search page.
