 * Thanks for the heads-up! Line 45 of the plugin was calling add_options_page with
   an old numerical argument, instead of ‘manage_options’:
 * `add_options_page('Tagline Rotator', 'Tagline Rotator', 8, 'taglineoptions', 
   array('WP_Tagline_Rotator', 'tagline_options_page'));`
 * changed to
 * `add_options_page('Tagline Rotator', 'Tagline Rotator', 'manage_options', 'taglineoptions',
   array('WP_Tagline_Rotator', 'tagline_options_page'));`
 * Fixed in Version 2.3. [http://plugins.trac.wordpress.org/changeset/494812/tagline-rotator/trunk](http://plugins.trac.wordpress.org/changeset/494812/tagline-rotator/trunk)
