Deactivating WordPress HTTPS removes all CSS and JS

I am trying to troubleshoot what I believe to be issues caused by this plugin. However, as soon as I deactivate it I lose all my CSS and JS for the site. You can see it here:

Has anyone else had this issue and is there a solution to it?
