 * Is there a capability to avoid a role to deactivate a plugin?
 * I need a role to let a developer to work on my website, but at this time I dont
   feel confortable to let him to go over all of the wordpress corners. So I disabled
   its capabilities to the users list. But if I let him to disable plugins… he could
   disable “user role editor” plugin and have all the accesses.
 * Thanks!

 * User Role Editor hides itself from the list of plugin from any user except ‘administrator’
   and user with ‘ure_manage_options’ capability. This should make its deactivation
   more difficult task.
 * Btw., take into account if developer is allowed to install/edit at your site
   any PHP code, he can get full control on your site (any permissions) in a minute.
