Dashboard repeatedly goes through setup process

I have installed WooCommerce on an Azure site.

For info, code is being deployed by updating a repo in DevOps and then through CI/CD pipelines is automatically updated on the server so THERE IS NO FTP.

I have tried deactivating and removing all other plugins, this issue still occurs.

When I go to WooCommerce > Dashboard, I complete the wizard to setup the details of the site. Once I select the theme, the dashboard loads and I have completed the steps at the top on the card (shipping, tax, etc). The dashboard displays the correct test sales made.

If I leave this page and return, the wizard starts again. I have no idea how to prevent this. Can anyone shed any light?
