Dashboard page has no content

When loading /wp-admin/options-general.php?page=rfbp the content area is just blank. I don’t see any javascript errors in console.

When looking at the output html it doesn’t look like the page is fully loading (no closing body or html tag).

Nothing in my php error_log and nothing on screen with WP_DEBUG with true on.

Any suggestions?
