Dashboard missing 50% of functions

    I had my blog on WP 2.6.5 and noticed that a number of the functions on the dashboard were missing (themes, plugins, users, etc.). I upgraded to 2.8.5 and they are still missing. I reinstalled WP 2.8.5 and they are still missing. Anyone have any ideas for how to fix this?
