Dashboard Dashboard

I can’t get to my “dashboard dashboard” or whatever it’s called. In the tutorials the dashboard looks like this:

Mine does not look like this. It’s just all this strung out old fashioned looking control panel that is very hard to use. I just installed everything via FTP, on my free Godaddy hosting. So the installation is complete and live but I just can’t begin to follow tutorials and create my site.
