Dash board – contact form

i’m trying to add a contact forms tab on my dashboard after pages and before comments, with drop down with all forms, add new form, submissions.

I am very , very new and novice at this and do not want to apear stupid, but the reason i ask is that i was previously editing a site that was made for me and it had that tab in the dash board and i was able to easily edit email , contact etc, but i have no idea how to do.

Help !
