We don’t have paid versions here. WordPress is free to use.
You can require comments to be moderated. Dashboard -> Options -> Discussion -> Look for the checkbox lebeled “Admin must approve all comments” or something worded like that.
Not sure what you mean by a comment section. Maybe if you posted a link and stated where within your blog you wanted them to appear, it would help.

Yes, but depending on what your html/php/mysql/css skills are, it can be something quick and simple or very complicated.
WordPress has an amazing theme system that allows you to separate the content from design. So if you’re existing website has separation of content and design, it’ll be a copy and paste effort to replicate your existing website into WordPress.
I’ve taken some old websites I’ve done and ported them into WordPress and it works great.

Thanks, guys, for all the help. Would I be able to use FrontPage to make the design changes I need? And does it make any difference if I move WordPress into my site/host or simply link to WordPress?
You could use FrontPage, but I tend not to like WYSIWYG editors because sometimes they add extra characters… But all a matter of preference I suppose.
You’ll find it much more rewarding to move your site into WordPress rather than try to take WordPress and cram it into your existing site. You will only have to do this once. Then whenever you want to change the design, you could easily do that.
