When you say “the header option”, do you mean the “Header Image” section in the theme customizer? If so, take a look at “Appearance” submenus in the menu editor – there might already be a “Header” menu item there.
WordPress usually hides that item when the customizer is enabled, but I think you could copy it from the “Appearance” submenu and paste it somewhere else to make it visible. You can use the copy & paste toolbar buttons to copy menu items.

As I mentioned, there might already be a “Header” item under “Appearance”. You can copy it to the top menu level. As for “Social Links”, I don’t think there’s an admin page equivalent for that customizer section. It might not be possible to access those setting outside the customizer.
