Customize Help Menu on New Post Page (post-new.php page)

    I would like to add a message to editors and authors on the top portion of the new post page (post-new.php) however I’m unable to figure out how or find a plugin that will let me do so.

    If anyone can point me in the right direction, it would be greatly appreciated.
