 * Is there any way to change how the text displays within the Woocommerce Hooks
   or the Downloadable Product Table? I am wanting to change the color of the titles
   within those modules. For some reason the titles are blue. Would this require
   custom css to change?

 * Also, if you change the text / background color in one template are you able 
   to apply that styling to all the other templates easily? Like a global setting?
   Or would I need to go into each template and make the changes seperately?

 * You can change the color of the titles by changing the base color of emails from
   WooCommerce settings.
 * Navigate to **WooCommerce >> settings >> Emails **and change the color from the**
   Base Color** field.
