 * I want to start creating custom wordpress themes, like [Optimizer](https://optimizerwp.com/).
   I know how to design a site and then add it to WordPress. But what I don’t know
   is how to add all of the widget options to the homepage, like Optimizer does.
   Are they just hooks added to the functions.php file? Are there any tutorials 
   out there about this? The ones I found are just basic wordpress themes that I
   already know how to do.
