Custom Sidebar image help

Hello, per my clients request he would like the following sidebar (designed by myself) on the website:
I’m no coding expert… so I need some help on how to put that sidebar on my webpage in a certain spot. Currently I have a MEGA background on the website that takes someone several minutes to open… the reason for having it be so mega is because the client wanted a very specific look to the site, and also wanted full customization. Here’s a screenshot from the site:
Now.. you can see that it LOOKS like the sidebar is on the page, but really I just have the the red page area, the background, and the sidebar as one huge background image… making it take forever to load.. so to keep down on the size I’m wondering how to put the sidebar as its own actual sidebar, rather than having it built into the background.
