Custom Responsive Theme renders desktop on mobile device, not mobile view.

I am in the middle of updating my website so it is using responsive design into wordpress. When I view the site in the desktop and resize the window, the site responds correctly. However, when I view my site on my mobile device, it still renders the desktop. It does not display the responsive. I am using the Bones Theme as a template and modified it a bit for my site.
