custom post info not working correctly

but why aren’t the shortcodes working

i can’t just put g a, l, f j in the post meta field in the widget, i need to use the shortcode

[post_time], [post_date format=”l, F j”]

but it prints this 7:00 pm , &q000000201331;Wednesday,

getting the same issue on another new site.
