Custom HTML not showing up on homepage unless logged in?

    Hello!

    I seem to be having an issue that concerns the HTML blocks on my homepage not showing up before a user is logged in (I think)

    I didnt notice the issue for a while because I am always logged in, but I confirmed on a private browser and had a buddy test from their location to with the same issues.

    Any help is greatly appreciated,
