 * I was wondering how I would create a custom formats instead of sticking to IEEE,
   Harvard, ect.
 * I’ve noticed that under “papercite\format\ieee.tpl” that it’s controlled by this:

 * but I don’t seem to understand the language. Is there a tutorial or documentation?
