 * Does this plugin (or any other that you know of) allow me as the admin to upload
   a personalized document or report into the members unique “personal space” (just
   for them, not all members)?

 * Hi, this plugin does not have that feature available. But you might consider 
   creating a personal page for the member you wish to add a link to a PDF file 
   for example.

   This would let you know if it works or not for you.
