Custom CSS – where is the file located?

    I am writing this locally until we are ready to go live.

    Because of this, I am not seeing the Edit CSS button under Appearances, as I am told that only works when Jetpack is running and activate (which doesn’t work when it’s localhost).

    So here’s my question: the Custom CSS must be updating a CSS file? Or is it in the database somewhere?

    I need to tweak the CSS for the menu, for the hover-over effect, as I am using a dark blue, and the color for hover is also blue.

    Is the file somewhere to be found and edited?
