CTA's not showing up

I have CTA’s installed and it works great most of the time. I have the Static CTA widget installed into the right sidebar. The problem I am having is if I don’t check any CTA’s (in the static side bar widget) nothing shows even when I activate on the page creation page.

I can only get them to show if they are checked on the side bar widget and then it randomly shows them. I’d like to be able to show the ones I want to show on each page. Is there a tutorial to walk be though this?
