Searching on the WordPress plugin directory this plugin claims to allow for the importation of product categories and may work for you.

I think that if you add new categories into your CSV WooCommerce will create them during the import

@seank123 is correct- you can definitely add new categories using the built-in CSV product importer. Also, if you tick the option to “Update existing products”, you can safely add the new category without overriding older categories already assigned to the product that you’d like to keep.

Thanks for your response. That is exactly my problem when i upload new categories to existing products they are removed from old categories and placed in the new ones.

Hi @ucarman2002,
Are both (or all) categories listed in the column for that particular product when you’re importing? Or are you importing with just the new category? You will need to make sure they are all present in the column still.
Also, I did test this on a default install, so I know it works. If you’ve tried what I just suggested above and it’s still not working, then I would recommend testing for conflicts at that point: https://docs.woocommerce.com/document/woocommerce-self-service-guide/
