CSS for Tertiary Menu

I created a social icons menu (tertiary) on the customize section of my site. I cannot figure out how to make it sticky for all the pages, instead of just the front/home page.

Ideas?

I used this:
.tertiary-menu {
height: 20px;
width: 950px;
position: fixed;
top: 30px;
}

for it to be sticky with scroll and it works for the home page only.
