Cropping is not working

Hi,
When I open an image to crop eg: http://localhost/wp/wp-admin/post.php?post=4&action=edit&image-editor , with the parameter “image-editor” in url the cropping is not working
This is happening all my sites even in a fresh WP install(no plugins) and there were no errors in console.
But without “image-editor” in url, it working fine.
Can you please help me to fix this problem.

I tested in
version 4.7, 4.7.1,
with/without plugins and themes (even fresh install),
all popular browsers(not IE),
old and new images,
different OS/Computers,
different servers.The result was same. It only happens when I open the image editor “image-editor” parameter in the URL.
