My bad, I did not catch the PayPal in your thread title. PayPal Standard is included in WooCommerce Core prior to version 5.5.0, but hidden in new installs since version 5.5.0
Which WooCommerce version are you running?
Are you referring to the integrated PayPal Standard or another plugin?

Hi, I am referring to woocommerce paypal payments. This is the only currently supported paypal plugin for woocommerce. Paypal standard works but is no longer supported by woocommerce.

You are absolutely right, PayPal Payments is not currently supported by the cart and checkout blocks.
These features are still in active development which is why they are not included in the core WooCommerce software at the moment. There will be wider compatibility when they are eventually merged into the core software.
