 * I need to create a wordpress multisite with out login to the wordpress network
   admin.
 * Is there any option to create / add a multisite via API?

 * wp-cli can create a blog without logging in to the network (you do it all via
   command line) and create a network, though I don’t think that’s the answer he
   wants since if he had file access he could do a lot of things 🙂
