Are you asking to write your own plugin?
well, yes.
I know how to write a basic plugin (learn yesterday).
The question is more simple.
I do not know if the css i put into the plugin will override any other css on my installation.
Which css style will come fist, themes or plugins?

That depends.
How come you want to write your own plugin instead of using one that does this already?
Because i want to hardcode my custom css on the plugin.
I cannot see how anybody will know my custom css and wrote a plugin about that. 😉
Also I thought it was a good way to learn about plugins. 😀

I understand what you mean, and i know there are many other ways to do this.
In your example, that plugin will insert the css on the database. I do not want that.
I want a plugin with a css on it, when I install and activate the plugin, the css will be active, if i deactivate the plugin, the css will no longer be present.
No database interaction required at all.
So the question is:
any css i put into a plugin will override the actual theme css?
