I see the same thing you do, however it doesn’t work. When you add categories to products or exclude products fields it doesn’t work.
Can you posts steps to reproduce here or on github? Struggling here.

If i install v3.1 – coupons not work, but when I restore Woocommerce to previous version from backup it works again.
Nope, i don’t see that error. I disabled all plugins except WC and coupons fault still there.
It may not be that EXACT error but there will be one if the select2 fields are not rendering.
View > Developer > Javascript console.
if you’re using WP SEO, the current version causes a conflict like this.

Apologies for my delayed reply over the weekend. There are no errors shown in the javascript console. Also, for some weird reason, the fields are now showing up again so i cannot replicate the fault any longer. I will let you know if error re-appears. Thanks
