That does seem unusual, especially with the usage limit set to one per user. To make sure we’re on the same page, could you share a screenshot of your coupon settings and the order notes for the affected orders?

I tested this on my site but couldn’t replicate the issue. Since one of the orders involves the YITH Pre-Order for WooCommerce plugin, I recommend reaching out to their support team to check if the plugin affects coupon restrictions.

Thank you, response from YITH is, that the plugin doesn’t handle coupons, so it’s not related and they are right. We were able to repliacte the issue. First order made with coupon. In second order, we tried to use coupon in cart, but without success. Hovewer we were able to use the same coupon in checkout withou any problem.

To confirm, was the second order a preorder using YITH Pre-Order?
Please share screenshots of both orders.
I will compare them with previous orders and also with test orders that I created on my dev site.
Hopefully, this information will provide clues into what is happening and how to fix that.
