I understand PayPal Standard cannot be enabled on your site. This is likely caused by a conflict on your site.
The best way to determine if the issue is being caused by a theme and/or plugin is to temporarily switch your theme to Storefront (https://woocommerce.com/products/storefront/?aff=10486&cid=1131038) and disable all plugins except for WooCommerce. Finally, test to see if the issue is resolved by being able to save PayPal Standard settings
To figure out which plugin is causing the problem, continue to the next step – reactivate your other plugins one by one, testing after each, until you find the one causing conflict.

I did the following steps, but it still didn’t work:
1 I disabled all of the plugins except Woocommerce.

Just to make sure: Are you seeing any error logs under **WooCommerce > System Status > Logs**? Can you share a copy of your status report as found under **WooCommerce > Status**?
The error logs that you send are for CSV Import. Please refer to the screenshot below and check if you can find any latest date fatal errors or PayPal logs here:

Thank you for the screenshots of your fatal-errors. It was quite helpful. In the latest fatal error logs, it shows that you have exceeded your memory limit.

I’ve figured out the problem. Here it is: “Gateway disabled: PayPal Standard does not support your store currency.”
It said that PayPal does not support the currency of my store which is VND. When I tried to switch it to USD ($), everything works well. What is going on? Why doesn’t PayPal support VND (Vietnam Dong)? The currency is mentioned from the Currency list. I just selected.
If it doesn’t support VND, what should I do? My customers use VND.
Unfortunately, as the message states, PayPal Standard doesn’t support the VND currency, and only supports the currencies listed on this page: https://developer.paypal.com/docs/api/reference/currency-codes/
