Core Blog Desktop and Mobile Version Functionality

is there a css code to get the desktop version of core blog theme to look the same on mobile? I want the side bar widget to stay on the right as it is in the desktop version. And also how do you get the menu bar on feature to look the same on my blog. For instance, when you press the desktop version menu bar, it shows post and categories. How do you do this on my blog?
