I'll be as clear as possible.

I have made a website without a Content Management System and i have now decided i want to convert the website into a WordPress theme.

So i added the WordPress folder to my localhost folder(where my website files are located) and installed WordPress correctly.

The folder with themes is located in localhost/WordPress/wp-content/themes.

So i thought i had to add my website files to the themes folder. I created a new folder called 'Template' and added my website files. I did this, along with style.css and <?php bloginfo('stylesheet_url'); ?>

Now i went to manage themes and my theme is there. I activated and then went to customize. The problem is it is using my website files from localhost folder not the new folder 'Template' i created in the themes folder? For example it uses 'localhost/about.php' instead of 'localhost/WordPress/wp-content/themes/Template'

When i test the default themes(twentytwelve & twentythirteen), they take the website files from their theme folders?

I hope this is clear, how do i solve this?

How do i convert my website into a WordPress theme?

It's a bit trickier than explaining it in a couple of sentences. You have some work to do. You can start by reading this in the WP documentation.
There are several interesting articles out there. Check out these to start with:
