Convert IPB Users to WP Users?

Is there a way to convert an IPB Users base database to a WP Users database?

I have more than 40k registrations in the forum and I would like to transfer all those members to my WP blog site.

Is there a plug-in for that and if not.. how much would it cost to make one?

Note: I only want the members transferred.
