   to rate their experience with contractors and that rating be public (like odesk)?

 * Sorry no. Job Manager is more in the realm of an Applicant Tracking System (ATS)
   than a Job Board. Job Manger helps Startups and Small Business manage their hiring
   process. It does have some Job Board like features, with process to integrate(
   send to) to external job boards in process.
