In looking at the page’s source code, I see all the correct components: the pagination script, the pagination settings, and the script that applies the pagination.
On my VC test site, I have a paginated view, a form, and a slideshow all on the same page and each works.
1. What version of VC do you have? You can find that on the plugins screen.
2. Try adding the paginated view’s shortcode to a simple page without using VC. No need to publish it, just preview it. If the pagination works, then it may be a conflict with VC. If not, then it may be a conflict with the theme or another plugin.
How do i make a new page without VC on it?
I just saw the widget in the footer with pagination too. Try removing that for now. I don’t think the plugin can handle two paginated views on the same page.

I can’t show the testimonials as slideshow in the footer because if one of the reviews are shorter than another, there is a HUGE blank space below the review and it looks really bad. Is that a bug?

The plugin sets the height of the slideshow to match the tallest slide so elements below it don’t bounce up and down. But everybody hates it so I plan to change that soon.
I usually use short testimonials in slideshows to make sure they get read completely. π
