Content by user role and user meta

I’m looking for plugins that will allow me to classify posts/pages/sliders/any WordPress content in a way so that they only show up for specific user roles/user meta.

So for example I have a slider image that will only show up for users in the state of California. There may also be a post that would link from the slider that only those users could see.

I think the Members plugin will handle the user roles and capabilities. But I’m not so sure on how to get the content aspect to work correctly.
