You can check the return value of
$avatar = carbon_get_user_meta( $user_id, 'current_user_avatar' );
$user_id will need to be set to the current user id or the user id in scope in your code

This function is returning empty, even if the user uploaded a profile pic.
At any cost, what I need is a function to check if profile pic uploading is enabled, not if user uploaded a profile pic.
The reason is to avoid displaying the custom avatar if the admin disabled “Enable this option to allow users to upload custom avatars for their profiles.” in the backend. I need to check if admin enabled or disabled this setting.

So I can use it like
if( has_admin_activated_user_profile_pic_upload() )
//do something
Is there such a function?

No there isn’t but you can create one, something like:
function has_admin_activated_user_profile_pic_upload() {
return (bool) carbon_get_user_meta( $user_id, 'current_user_avatar' );
}
