contacting payment

I need to contact payment. I’ve apparently been rejected for a “policy violation” (I’m not sure why and Adsense won’t tell me) but still have money in account from a previous account and would like to “cash out” since I won’t be doing business with Adsense anymore, per their wishes.

However, I can find no way to contact the Adsense accounts payable desk. Can someone point me in the right direction?
